Julio Mejía
Policy Analyst
Julio Mejía is a Policy Analyst at the Fraser Institute. He holds a Bachelor of Government and International Relations and
a Master’s degree in International Affairs from the Externado University of Colombia, and a Master’s degree in Criminology and Criminal Justice Policy from the University of Guelph. Prior to joining the Fraser Institute, Mr Mejia worked as the liaison between the Colombian and the United States armies and as coordinator for international cooperation for different universities in Latin America. His comments have appeared in the Financial Post, Halifax Chronicle Herald, Toronto Sun, and Colombia’s leading news publications, including El Tiempo and La Republica. He has been a regular guest at NTN24, WRadio, and other Spanish-language news outlets. Mr Mejia specializes in energy policy, with a focus on the mining and petroleum industries.

Mackenzie Moir is a Senior Policy Analyst at the Fraser Institute. He holds a Bachelor of Science in Nursing from
York University and a Master of Science in Health Policy and Research from the University of Alberta. Mr Moir has previous clinical experience and has provided direct care in general medicine, palliative care, cardiology, oncology, and neurology settings. In addition to several academic publications, his commentaries have appeared in University Affairs, the Financial Post, and Globe and Mail. His research focuses on the performance of health-care systems, patient choice, and health-related quality of life.

Milagros Palacios is the Director for the Addington Centre for Measurement at the Fraser Institute. She holds a B.S. in Industrial
Engineering from the Pontifical Catholic University of Peru and a M.Sc. in Economics from the University of Concepcion, Chile. Ms. Palacios has studied public policy involving taxation, government finances, investment, productivity, labour markets, and charitable giving, for nearly 10 years. Since joining the Institute, Ms. Palacios has authored or coauthored over 70 comprehensive research studies, 70 commentaries and four books. Her recent commentaries have appeared in major Canadian newspapers such as the National Post, Toronto Sun, Windsor Star, and Vancouver Sun.

Max Shang
Economist, Fraser Institute
Max Shang is an Economist at the Fraser Institute. Prior to joining the Institute, Max worked for the Food and
Agriculture Organization of the United Nations as a statistician and University of Guelph as senior research associate. His past research work has been published in leading peer-reviewed academic journals including Canadian Journal of Agricultural Economics and Computational Statistics. During his Ph.D. study, Max developed two more efficient statistical methods for calculating insurance premium. He holds a Ph.D. in Food, Agricultural and Resource Economics from the University of Guelph.
