Over the past decade, Banff has become the centre of the debate over the future of Canada's national parks policy. Environmentalists have asserted that the multiple-use philosophy that inspired the establishment of Canada's first national park is now imperiling it. This paper seeks to investigate the growing influence of radical environmentalism on Parks Canada policy.

Sylvia LeRoy was a former Policy Analyst in the Fiscal Studies Department at the Fraser Institute and Program Manager forthe Donner Canadian Foundation Awards for Excellence in the Delivery of Social Services. She has an Honours BA in Political Science from the University of Western Ontario and an MA in Political Science from the University of Calgary. Barry Cooper
Dr. Barry Cooper is a professor of political science at the University of Calgary and former Senior Fellow with theFraser Institute. He has published more than 20 books and written numerous articles on political science and public policy. In addition, Dr. Cooper is a Fellow of the Royal Society of Canada. He has written columns for the Calgary Herald, Saskatchewan Leader Post, Regina Star-Phoenix, and other newspapers.
