Peter Cowley
Senior Fellow, Fraser Institute
Peter Cowley is a Senior Fellow and former Director of School Performance Studies at the Fraser Institute. He has aB.Comm. from the University of British Columbia (1974). In 1994, Mr Cowley independently wrote and published The Parent's Guide, a popular handbook for parents of British Columbia's secondary-school students. The Parent's Guide web site replaced the handbook in 1995. In 1998, Mr Cowley was co-author of the Fraser Institute's A Secondary Schools Report Card for British Columbia, the first of the Institute's continuing series of annual reports on school performance. This was followed in by The 1999 Report Card on British Columbia's Secondary Schools, Boys, Girls, and Grades: Academic Gender Balance in British Columbia's Secondary Schools, and The 1999 Report Card on Alberta's High Schools. Jean-François Minardi is the former Associate Director of the Economic Freedom and Development Centre and Associate Director of the GlobalNatural Resource Policy Centre for the Fraser Institute. Jean-François Minardi holds a Masters Degree in Economics and International Projects Management from the Université Paris XII. He has completed his PhD coursework focusing on International Relations at the Université de Montréal, where he also holds a Masters Degree in Political Science. Diane S. Katz is a Research Fellow in Regulatory Policy with the Heritage Foundation and the former Director of Risk,Environment and Energy Policy for the Fraser Institute. She has more than two decades of experience in research and writing about public policy, including six years as Director of Science, Environment and Technology for the Mackinac Center for Public Policy and nine years as a member of The Detroit News editorial board specializing in science and the environment, telecommunications and technology, and the auto industry. Ms. Katz has been awarded several fellowships, including the Jack R.
