The activities of Canadian governments constitute the largest single component of the service sector in Canada. Total expenditures by all levels of government exceeded $234 billion in 1986, accounting for 46 percent of gross national expenditures. This study examines the recent growth in public sector services, the characteristics of the output, methods of delivery, the structure of and compensation for employment and the debate on productivity in the public sector.

Douglas Auld is President of Loyalist College and Conjunct Professor of Economics at Trent University. He has held appointments atthe University of Guelph, University of British Columbia, Duke University and York University, England. Harry Kitchen is Professor of Economics at Trent University. He has held appointments at the Canadian Tax Foundation and YorkUniversity, England. He has undertaken a wide range of consulting and contract research for a number of public sector organizations at the federal, provincial and municipal levels. These include the Economic Council of Canada, Environment Canada, Statistics Canada, Consumer and Corporate Affairs, the Law Reform Commission of Canada, Department of Finance, Ontario Economic Council, Ontario Ministry of Revenue, Ministry of Transportation and Communications in Ontario, Ministry of Housing in Ontario, Ministry of Treasury and Economics in Ontario, Ministry of Municipal Affairs in Ontario, Government of the Northwest Territories and various local government commissions and governments.Professor Kitchen's area of research is government expenditure and tax analysis.
