London School of Economics. He was Professor of Economics at the University of Alberta from 1978 to 2012 and Distinguished Fellow in Tax and Economic Growth at the School of Public Policy at the University of Calgary from 2012 to 2020. Bev has published extensively on tax policy and fiscal federalism. He has served as an Associate Editor of Canadian Public Policy and a member of the editorial board of the Canadian Tax Journal. He has been a member of the Executive Council of the Canadian Economics Association and the National Statistics Council. Bev has also served as a policy advisor to the federal and provincial governments. In 2010-11, he was a member of the Expert Panel on Federal Support to Research and Development (Jenkins Panel) and the Ecofiscal Commission from 2014 to 2019. In July 2016, he was appointed Chair of the British Columbia Commission on Tax Competitiveness by the BC Minister of Finance. In May 2019, Bev was appointed by the Government of Alberta to the Blue Ribbon Panel to review the province’s finances. His international experience includes advisory work on tax reform for the IMF in Malawi, for the Thailand Development Research Institute, and for the World Bank in Brazil and Mexico.

Bay, Ontario, where he specializes in public policy and finance, health economics, and economic history. His most recent work examines value for money in health-care spending and the drivers and sustainability of health-care spending; fiscal economic history; and the historical evolution of economic inequality in Canada and internationally. Prof. Di Matteo is a member of the CIHI National Health Expenditure Advisory Panel and a contributor to Fraser Forum, the Fraser Institute’s blog, as well as his own policy blog, Northern Economist 2.0. His op-eds have appeared frequently in many newspapers across Canada including the Globe and Mail, National Post, Financial Post, Toronto Star, Winnipeg Free Press, Waterloo Region Record, and Hamilton Spectator. He has been listed in Canada’s Who’s Who since 1995 and holds a Ph.D. from McMaster University, an M.A. from the University of Western Ontario, and a B.A. from Lakehead University.

In addition, Dowd conducts research into defence and security issues. He co-authored the Fraser Institute report Cybersecurity Challenges for Canada and the United States; has contributed to the Institute’s Economic Freedom of North America Annual Report (EFNA); helped launch the Institute’s EFNA Network in 2014; and continues to manage and coordinate the EFNA Network, which today enfolds more than 60 member-organizations in 47 U.S. states, Canada and Mexico. An award-winning writer, Dowd is a frequent contributor to American Legion Magazine, Military Officer, The American, Landing Zone, and American Outlook. Dowd has served as an adjunct professor at Butler University and Anderson University; was a founding member of the Sagamore Institute leadership team, where he continues to hold a senior fellow post; and was director of Hudson Institute’s corporate headquarters. He earned a B.A. with departmental high honors from Butler University and an M.A. from Indiana University.

He received his Ph.D. in economics from the University of Alberta. He has previously taught at Addis Ababa University (Ethiopia), University of Alberta, and University of Windsor. Dr. Ferede has been actively engaged in research on taxation policy and intergovernmental grants. He also conducts research on the efficiency costs of taxes, the effects of taxes on various economic activities, corporate income-tax policy, and tax reform. His research has been published in the National Tax Journal, International Tax and Public Finance, Small Business Economics, and Public Finance Review.

Canada Mortgage and Housing Corporation and the Fraser Institute’s Centre for Municipal Studies. He holds an M.A. in Political Science from Wilfrid Laurier University and a Bachelor of Urban and Regional Planning from Ryerson University. He conducts research and produces reports on land-use regulations, housing affordability, property taxation, and municipal finance. He also comments frequently (in English and French) on policy issues in these fields, notably through radio and television interviews, panel discussions, public presentations, and blogs and op-eds. His work has been featured in numerous news outlets including the Wall Street Journal, Globe and Mail, Toronto Star, Maclean’s, Detroit News, and Financial Post.

Officer for the Business Council of British Columbia, one of the country’s most influential business associations. In that capacity, he directed the Council's work on economic, fiscal, tax, environmental, regulatory, and human capital issues of interest to the province’s business community. Mr. Finlayson previously worked with the Business Council of Canada and two Canadian consulting firms. He holds a master's degree in business from Yale University, undergraduate and MA degrees from UBC, and a post-graduate diploma in economics from the University of London. He received an honorary doctorate from Royal Roads University in 2014. He is the author or co-author of two books and more than 50 published articles, book chapters, and monographs. He is a frequent commentator on economic, business, and public policy issues. His articles have appeared in such newspapers as Business in Vancouver, the Vancouver Sun, the Globe and Mail, and the National Post. Mr. Finlayson served on the Board of Directors of the Bank of Canada from 2007 to 2013.

He is interested in the moral foundations of free markets and many other ideas central to understanding and protecting personal freedom (individual rights, private property, rule of law, spontaneous order, decentralization). He was a Fellow with Liberty Fund for three years and was Senior Director of Academic Initiatives at the Institute for Humane Studies in Washington, DC. Since 1997 he has taught at various Oxford Colleges, and lectured at several Universities in North America. He combines his specialization in economic history with a specialization in political economy in order to explain differences in living standards over time and space. His most recent articles have been published in Public Choice, Explorations in Economic History, European Review of Economic History, Contemporary Economic Policy and Southern Economic Journal. He has also authored opinion articles in the Journal de Montréal, Journal de Québec, National Post, Globe & Mail, Toronto Star, Gazette, Le Devoir, La Presse, Le Soleil, and Huffington Post Québec.
