You might think the federal Conservatives, who added $125-billion to the federal debt since 2008 and will add another $21-billion by the end of March, might be shy about unnecessary expenditures. Alas, that’s not the case, as it appears Prime Minister Stephen Harper and his colleagues would rather hand out cash to corporate Canada instead.

In just the first two weeks of January, the prime minister announced another $250-million for the Automotive Innovation Fund—a federal subsidy program that provides the auto sector with taxpayer cash for research and development.

There was also mention of talks about trade, immigration, skills training, and infrastructure. At a recent political event, outgoing Premier Dalton McGuinty touted his legacy as leader of Ontario. “Our government hasn’t been perfect,” he said. “But when it comes to the big things that families count on us to get right—schools, health care, the environment, and the economy—we’ve gotten it right every time.”

Most people wait until December 25th for Christmas presents. Apparently, the exception is Canada’s aerospace sector, recently the recipient of an early-season gift from former federal cabinet minister David Emerson. Emerson chaired a federally-commissioned review of the aerospace sector. The resulting report ostensibly challenges “companies, academic and research institutions, unions and governments” to “understand and adapt to changing realities.”

When governments enter an election year, the political temptation to play fast and loose with budget numbers is strong. The most famous example of this was probably the 1996 budget in British Columbia. That year, then-B.C. Premier Glen Clark’s office injected sunshine into revenue forecasts, this in order to trumpet a balanced budget on the campaign trail. His office did so over the objections of Finance Ministry officials. Post-election, once that became known, the “fudge-it” budget scandal permanently tarred the NDP government.

While some economists take great satisfaction when their forecasts come true, I am not in that camp.

As Terence Corcoran noted on this page Wednesday (On track for more deficits), for the past several years my colleagues and I have warned that the federal government's plan to balance the budget has been based on risky projections - optimistic forecasts of revenue growth (averaging 5.6% per year) and unrealistic plans for spending restraint (average increases of just 2.0% per year).

If there was any confidence that Alberta’s government would avoid imitating the failed policies of other provinces—think of Quebec and Ontario and their massive debts—that faint hope for continued Alberta exceptionalism was kiboshed at the recent Progressive Conservative convention in Calgary.

Mayors and councillors across North America regularly spend taxpayer cash trying to revitalize neighbourhoods or entire cities. They often do so in expensive and ineffective ways: grand schemes that wipe away existing neighbourhoods or street markets, only to be replaced with massive convention centres (mostly unused by locals) or costly new arenas for professional sports teams.
